Airport Licensing & Master Planning

Following the decision by the Airport Owner, the project included a full airport regeneration master plan and route to airport licensing, including runway rehabilitation, ducting for future lighting and GPS approach infrastructure, building of new aircraft hangars, fuel farm and airport industrial estate.

Additional work included preparing for introduction of new FISO air traffic services, a new FBO, on-site café and aircraft fuel farm facilities.

The Airport was licensed within 18 months and successfully underwent its first audit with the CAA with an exemplary NIL audit findings and NIL observations report.

The Airport is now successfully operating Commercial Air Transport Movements and has introduced aircraft handling services in the refurbished air traffic control tower via the FBO, has completed the construction of new hangar buildings, opened the control tower cafe and is deep into the next phases of delivering the master plan.

Process Mapping & Business Improvement

Reviewing operations manuals for the Airport Authority as part of a routine pre-CAA audit, a number of tasks were identified including creating an improved, more transparent, systematic process for alerting required responders, in the event of an airside medical emergency.

This involved re-mapping the entire process to set out how the organisation wanted to perform this function; clearly identifying the responsible parties for each task, and being able to utilise this process as an integrated form submission.

UK CAA Form 4 Post Holder - Temporary Cover

Supporting a Licenced EASA / Part NCC Air Operator client, providing Senior Management top cover as the temporary Safety Manager (UK CAA Form 4 position). Providing management team training, safety oversight, business and operational improvement whilst delivering the project.

The support for this client allowed greater time for the client to source and fill the permanent position with the right candidate, whilst retaining a suitably competent and qualified Postholder in the role as an interim solution acceptable to the UK CAA.

Further support included transition planning and on-boarding support for the new permanent Postholder, and ongoing ad-hoc support.

Airport Safeguarding & Consultancy

Providing specialist consultancy to the Airport Owner and Local Authority during the development of the master plan.

Safeguarding the Airport and future flight operations during the planning and approvals phase of NATS Training radar and National Grid IFA2 Interconnector projects.

Facilitating the NATS Training Radar to be located at the Airport and for a £500m investment by National Grid for the IFA2 Interconnector to be built at the Airport, creating on-site and local community jobs and securing the Airport's future.

Company Integrated Management Systems

Provided solutions for several Airports including full programme management, review and authoring of technical manuals/documents to align all of the Airport business into a ISO/BSI standard integrated management system (IMS).

Mapping of the entire governance framework, review and entry of policy, procedures, forms and records into a new version control system, introduction of new change management systems, safety management systems, standard templates and systems of recording, tracking and training.

Creation of a new Microsoft SharePoint intranet access for documents.

Safety, Compliance & Regulatory Auditing

Creation of an Integrated Safety Management System that sat seamlessly across the organisation’s group of companies, fitting their civil and military approvals, flight ops, flight test and evaluation, MRO, design and manufacture of aircraft.

Delivery of EASA/CAA SMS Phase 2 Evaluation Auditing, Pre-Regulator Audit & Oversight, Compliance Monitoring and conducting Safety Investigations.

Successfully achieved an exemplary NIL findings / NIL observations CAA aerodrome audit.

Consolidation of Airport Fuel Farms & Operations

The client required consolidation of two airport fuelling providers and two fuel farms, into one operation run by the airport. Building a strategy, analysis and presentation of options, to include pros and cons of the options, regulatory impacts, cost benefit analysis and airport master planning considerations.

RDCO licensing of the new operation, project management, change management, creation of new Airport Fuel Policy and Procedures, consolidation of two fuelling teams under TUPE, procurement and commissioning of new fuelling fleet, training records, contract negotiations with Airlines and incumbents.
